The head of the State, Emmanuel Macron, will be travelling to Austria, Romania and Bulgaria, from 23 to 25 August 2017 to discuss with his counterparts in the revision of the european directive on the work posted. It is shaping up as one of the key issues of the re-entry on the european stage. Details.
After his meeting last June with the leaders of the Member countries of the East -Poland, Hungary, the Czech Republic and Slovakia-, hostile to the revision of the european directive on working detached, Emmanuel Macron will make a move in Austria, in Romania and Bulgaria between 23 and 25 August 2017.
- Directive work detached : no miracle in Luxembourg
- Work detached : positive feedback after the proposals of Emmanuel Macron
“In Salzburg, (Austria), August 23, Emmanuel Macron will be meeting with the austrian chancellor, Christian Kerl, as well as the Prime ministers of the Czech republic, and slovakia, Bohuslav Sobotka and Robert Fico”, said this Monday, 7 August, the Elysée palace, according to AFP.
In Bucharest, on 24 August, the French president will hold talks with his counterpart, Romanian Klaus Iohannis, and Prime minister Mihai Tudose, before joining in the evening of Varna, the Bulgarian port on the Black sea. Convince the leaders of the countries of the eastern bloc in a constructive approach
The goal is clear for Emmanuel Macron : to convince the leaders of the countries of the eastern bloc in a constructive approach to the condition that it does not get upset with those who are more inflexible.
Indeed, during these last few months, the hardening of the French position on the subject had been observed as an impediment to the successful conclusion of discussions around a common agreement.
The revised directive, proposed in march 2016, by the european Commission had been rejected by eleven european countries, including 10 from eastern Europe, thus blocking the process. The Commission had finally decided in July 2016, do not take account of these objections and to maintain its proposal.
“These three countries -Austria, Romania, Bulgaria – show themselves to be cooperative, including on the subject of work detached”
“These three countries -Austria, Romania, Bulgaria – show themselves to be cooperative, including on the subject of the work is detached, a theme that the president will address it in all of its discussions”, continues the Elysée palace.Among the countries, “the more committed to their european identity” and in particular to the Defence of Europe, countries in which Emmanuel Macron will meet with leaders “have been rather ignored in recent decades by France, while Germany has invested a lot on them,” observes a source from the Elysée with the AFP.
We also recall that Emmanuel Macron and Angela Merkel had taken advantage of a Board of franco-German ministers, held in Paris, 13 July 2017, to mark their determination in the fight against the posting of illegal employees in the european Union.
Thus, for both partners, it was “go back to the original intent of the device : reconciling the freedom to provide services in Europe with respect for the rights of workers and fair conditions of competition”, could we read in a joint statement.
To a proposed compromise at the beginning proposed by the president of estonia to the european Union ?

- France and Germany want a “reform ” ambitious” work detached
- Work detached : the point on the new obligations of the owners
In the meantime, the presidency of estonia to the european Union should propose a compromise in September 2017, the last reform proposal of the directive was considered too timid by France. To be continued…
