Segolene Royal has signed this Wednesday, April 26, 2017, to the decree of the doubling of the objectives of the certificates of energy savings (CEE) for the period 2018-2020. They are worn to 1,600 TWh cumac, one quarter of which are for the benefit of households in fuel poverty situation. Details.
It is a measure that was announced long-time, and it is without doubt one of the last signatures of the current minister of the Environment : Ségolène Royal signed the decree for the doubling of the energy saving objectives for the next period of the Certificates namesake (EEC). For the years 2018 to 2020, they will reach so to 1,600 TWh cumac, of which 400 TWh cumac for the benefit of households living in fuel poverty (compared to 850 TWh and 150 TWh between 2015 and 2017).
The work carried out thanks to the EEC should, according to the ministry, allow for a reduction of the energy consumption of the order of 10 Bn €/year for households, businesses and government agencies. It is estimated that 75,000 new jobs over three years will be generated to meet the demand of renovation of existing buildings. The press release also states : “The publication of this decree will provide the necessary visibility to energy suppliers concerned. [It] strengthens the position of France in its ambition for the revision of the european directive on energy efficiency, which aims to bring the objective (…) to 30% in 2030“.
The device of the EEC was born in 2005 (POPE act) and it requires a reduction of the final energy intensity at a pace established over several years. It also submits the market suppliers (EDF, Engie, Total…) to a mandatory savings by putting in place programmes of action to their clients, encouraging them to reduce their consumption or to undertake insulation work or improvement.read also
