REACTIONS. If the associations of elected officials have declared Monday to be satisfied with the method used by the head of State on the occasion of the national Conference of the territories, for the development of a “pact”, the construction professionals are particularly worried about the consequences, particularly in the area of housing.
After the speech, the national Conference on territories, Monday, July 18, the head of the State, asking each community to participate in the 13 billion euros of savings by 2018, under penalty of sanctions, the reactions were not long from the beginning of the evening.
- Communities : the lower provisions will not take place
- The reform of the overall allocation of function (DGF) in communities postponed to 2017
This is Patrick Liébus, president of Capeb, interviewed by Batiactu who opened the ball by deploring the fact that no announcement had been made on housing. “It is imperative that the State act, the measures on VAT, the tax Credit, the device Pinel, the Loan to zero rate, and finally the PTZ (…) We don’t know anything about the orientations of the Government,” we did it launched. Before you regret that, “the objectives of the energy renovation were far from being achieved.”
“Let’s keep these tools and not break, not what works!”, Alexandra Francois‐ Cuxac, REIT
The president of the Federation of property developers (FPI), Alexandra Francois‐ Cuxac, said that”at a time when the employment in the CONSTRUCTION industry sets out again for the first time in nearly ten years, thanks to the recovery of the construction, keep these tools and not break, not what works!”
“The profession is facing numerous remedies, that are blocking today the construction of 33. 000 housing units, but also to a tightening of standards and taxes that weigh on the price, regrets that the president of the real estate developers. In addition, the property tax current, which encourages the retention, is not commensurate with the needs.”
The federation believes that the approach of Emmanuel Macron in the area of housing policy that “will bear fruit only if it takes into account these three conditions”. The first, concerns the need for a policy of active offer. According to the REIT, “it is not limited only to the three metropolitan areas mentioned (Paris, Lyon and the swiss border, the metropolis of Aix‐Marseille). In fact, fifteen of the large cities at least, deserved to be applied to a specific treatment.”
“Secondly, the rest of the territory was also in need of a housing policy, not focused on the development of the new supply to bring prices down, such as in areas of tense, but on the accompaniment of economic dynamics, the fight against energy poverty or adaptation to the demographics”, she says. Finally, “the support of the application must be considered as an integral part of the policy of the offer, when it is geared towards the nine”, adds Alexandra Francois‐ Cuxac. It is thus referring to the device rental investment Pinel, the Loan rate zero (PTZ), which supports first‐time buyers, in contrast, according to the “tools of incomes policy (APL) or energy policy (aid for work), a lot more and less expensive generators of sustainable jobs.”
Among the promoters, Norbert Fanchon, president of the management Board of the Gambetta Group, stressed Tuesday in a press release that “involved in housing are not irresponsible.” “Without a doubt, the professional community, such as that of the investors, the tenants also, is it too accustomed to the budgetary support of its activities. The tax incentives in favour of private hire have acted on the housing market nine as the sad EPO on the Tour de France, he laments. They have increased the performance, margins and rates of sale, marketers have less and less in tune with the reality of the purchasing power of the French. We should also remember the sad function first aid : to alleviate the pain caused by the constraints of administrative, civil, or tax, imposed on the real estate.”
If the national Union of liberal professions (UNAPL) in a press release has perceived the purpose of this reform Emmanuel Macron intended to “allow for more financing of universal social protection, however many questions remain at this stage unanswered.” It challenges the Government,”on the absolute necessity to ensure the fairness for the self-employed and, in particular, the professions which should benefit from lower expenses equivalent to those provided for employees, including for the professions of health agreements with health insurance.”
The UNAPL bringing together architects, design offices and notaries waits “for a response and concrete actions on the part of the Government on this subject for over a million professionals.”
On the side of the communities, the tone is more diplomatic against the State. “The starting point is to work together to develop a covenant between the State and the territorial communities”, stressed André Laignel (PS), president of the Committee of local finance. “There were no difficulties between us,” he added.
- To a partial removal of the housing tax by 2020 ?
- Housing tax : “A decision dramatic to the building and the TP”
About François Baroin (LR), president of the Association of mayors of France (AMF) it is declared to the AFP “satisfied with the organisation of this conference, satisfied with the speedy timeframe to develop a pact girondin, and satisfied with the shared vision of what a pact, that is to say, negotiations that allow you to associate the points of view of both partners.”
On the other hand, in regard to the endowments, Philippe Laurent, (IDU), mayor of Sceaux and secretary general of the AMF, we entrust this Tuesday, July 18, that“he would have understood that to the finance bill 2018 there will be no additional effort for the communities”. While observing that for the housing tax, “there is not a local elected representative who would favor its removal.”
The elected official is also worried about the consequences of the reform in the activity of building and public works : “there will be effects, among building professionals, we are convinced that we have moved to an investment in the block communal for the maintenance of 50 million in 2014 to € 40 million in 2017. It is not possible to drop below 35 million euros ! The construction activity will suffer.”
“The meetings are planned every six months, we would like that they are more frequent. We speculate on the way in, there is a problem of concordance of steps”, we he also explained.
For his part, the president of the Association of regions of France Philippe Richert (LR) said in a press release hoped that “the Government respects the commitment made in the Finance act to 2017, granting them a fraction of the products of VAT as of 1 January 2018”.
The Regions ‘share of the need to control public spending, but wish to recall that in the framework of the previous plan savings, local authorities have achieved close to 90% of their engagement, or 9.5 billion euros, while the State only 25%. They, therefore, want to remember that, even if efforts have to be made, the State must ensure the essential”.
The co-chair of the group, The Constructive Franck Riester was held July 18 at the AFP “impossible” effort of 13 billion of savings asked to the local authorities by the end of the quinquennium, and is taken to non-compliance by the State of its commitments, citing the example of the Seine-Nord canal. “It is an amount impossible to digest for the local communities”, identified the member of parliament for Seine-et-Marne at a press briefing.
In addition, Dominique Bussereau (LR), president of the Association des départements de France (ADF) announced in a press release,”wanting to work is an immediate and concrete translation of these perspectives, but it is obvious that a simple exchange of a little more freedom against much more financial sacrifices would not be acceptable.” By doing this, the ADF is committed to”resolutely into a pact girondin unpublished but promising with the State.”
“The real problem is the obsolescence of databases leasehold” Gérard Larcher
Finally, let us remember, that upstream of the intervention of the head of State, on Monday, Gérard Larcher, president of the Upper house, did not mince words against him : “Mr. President of the Republic, I want to say it solemnly. Local elected officials can do more and want more ! The State must cease to consider them as sliders.”
“The real problem is the obsolescence of databases leasehold” Gérard Larcher
In the project’s exemption from property tax for 80% of households, “the real problem is the obsolescence of databases leasehold”, he said. Gérard Larcher concluded : “The Senate will, no doubt, a sting vigilant.”
Interviewed by Batiactu, July 18, the FFB and FNTP do not wish to respond for the moment.
