Public order : the fall continues in the new works

According to figures from the Observatory of the public orders driven by the Assembly of communities of France (ADCF) and the Caisse des Dépôts (CDC), a slight recovery (+2,5 %) of the public procurement is confirmed in the first half of 2017, compared to the same period last year. On the other hand, the fall continues in the field of new works, with a decrease of 9.4% from semester to semester.
The barometer of the Observatory of the public orders issued on July 21, 2017 by the Assembly of communities of France (ADCF) and the Caisse des Dépôts (CDC), reports a slight upturn in procurement in the first half of 2017, to 38,68 billion euros, which represents an increase of +2.5% compared to the same period last year. “The local block is rising again, but very shy, observes the study. But, it is in the work that the fall primary is due since 2012, the services and purchases of supplies have been fairly stable.”

A reduction of 9.4% from semester to semester in the new work

In detail, the Observatory of the public orders states that “the fall continues in terms of new work, with a reduction of 9.4% from semester to semester.”The work of renewal will stabilize, however, and even progress only for the communities, he said. What are the services the engineering and procurement of supplies that are revitalising the public order.” According to the study, “a part of the commands of work should be outsourced in the delegations of services. This is confirmed when we look at the commands in the field of water and sanitation, for example, the commands continue to fall, but with a better services.”

In addition, a net recovery of the public order is observed on topics such as the digital, but also the buildings territorial. “The building’s accessibility and energy efficiency explain certainly a part of that recovery, notes the notes. Other areas, such as roads, continue to experience declines.” An observation shared in these days by Philippe Laurent, secretary general of the Association of mayors of France, interrogated, upstream of the national Conference of territories, held on the 17th of July 2017.

Finally, the barometer recognizes that “the public actors -the State, local authorities, operators, social landlords are far from the movements of revival that characterized in normal times the second and third years of electoral cycles.”

Compared to 2017, the local block sees its public order grow by 2.9% 18,53 billion, against € 18,01 billion euros in the past year. But it is far short of the 24 billion euros of the first half of 2012. This differential of almost six billion, about one-half, explains the essence of the fall of the public order.

While the public ordering of the public operators (RATP, RFF…) is comparable, in general, of two billion euros on a half-year, the study shows that “it is again the case during the first half of 2017, after two years of settling at 1.8 billion euros.” “But it is now on its level of 2012 and will be undoubtedly boosted by the construction of the Grand Paris Express”, advance the barometer.
