A decree by the official Journal of 19 April, defines the characteristics in terms of efficiencies of energy and environmental efficiency of public buildings new. It enters into force the day after its publication, on Thursday 20 April 2017.
A decree, published in the official Journal of 19 April, sets out the characteristics relating to energy and environmental performance of public buildings new. Applicable from 20 April 2017, it is the application of article 8 of the law on the energy transition for green growth in August 2015. It did, in fact, that “the new construction under the project management of the State, its public institutions or local and regional authorities […] are, whenever possible, positive energy and high environmental performance”.
A repository based on the label-energy-carbon
Based on the classifications introduced by label-energy-carbon (E+C), this text stipulates that public buildings should meet the levels of Carbon 1 or Carbon-2″ for their emissions of greenhouse gas, and levels of “Energy” 3,” or “Energy 4” in terms of energy balance, “Energy 3” under a building with high environmental performance, and “Energy 4” of a positive energy building.
In terms of environmental performance, the order makes other obligations for public contracting authorities :
– The amount of construction waste recycled, excluding waste excavation, shall be superior mass to 50% by mass of total waste generated.
– The products and materials of construction, coatings, wall or floor, paints and varnishes, will be labeled A+ with regard to the emissions of volatile pollutant.
– The construction must include a minimum rate of bio-sourced materials corresponding to the first level of the label “Building bio-sourced” (or 18 kg/m2 of floor area).
