INTERVIEW. While the Acoss has just announced that the CONSTRUCTION sector was again the most affected by illegal work, François Roux, managing director of Prism’ employment explains Batiactu why the supervision of the detachment became a priority in the building sector
The CONSTRUCTION sector is the most affected by illegal working such as come to recall the figures of the central Agency of social Security bodies (Acoss), released Thursday by The Echos. Batiactu : The European Parliament is on the point of attacking the amendment of the directive detachment, what may be the consequence of this reform on the French law ?
François Roux : We are very vigilant that will decide the european Parliament and the Council who wish to agree on a common text. It is likely that these changes will have consequences of the changes on the French law. We don’t want them to propose initiatives that would attempt to exclude the Companies of temporary work (ETT) the scope of the directive. Let us recall the consequences : the ETT foreign could then delegate to their employees in the conditions of work and employment in their countries of origin. For the moment, nothing draws a majority among the member States for the text to be adopted in view of the block of the countries of the East.
Batiactu : what are the recommendations that you have relayed to the Presidential candidates ?
François Roux : We have repeated in recent months that it was necessary to target controls precisely on sites with abnormally low tenders and to organise controls on all weekends. As to the right to social security, we advocate a modification of the rules relating to affiliation to the social Security scheme of the country of origin. And we are in perfect harmony with Jacques Chanut of the FFB and Patrick Liébus to Capeb. In this presidential election year, the issue of detachment is particularly political.
Temporary employment in the building sector rose 11.9% in march 2017
Batiactu : Finally, you publish this morning (Thursday) the monthly figures for the interim, where are we in the CONSTRUCTION industry?
François Roux : In march 2017, on a rolling months, the temporary employment in the building sector grew by 11.9% compared to the same period of 2016. We find that there is notably more skilled workers.

After having been worn in 2015 by the qualifications of the first level, the development of the interim builds since the beginning of 2016 on more trades skilled. This trend is confirmed in the first quarter of 2017, where the two occupational categories that are growing the most are the managers and intermediate occupations (11.9%) and skilled workers (11.2 per cent).
In the same way, on the beginning of the year 2017, the CONSTRUCTION industry has returned to growth in 2016 (+8.1 per cent) recorded an acceleration with 10.1%.
